THE ZIMBABWE INTELLIGENCE SERVICES AND THE ZIMBABWE CRISIS: PART ONE.
I just love to explore those areas that are not normally covered by the generality of the writers. What does it help if I write just exactly what every-one is writing about?
At the moment every writer is concentrating on looking at the MDC Founding President, Mr Morgan Tsvangirai and the headlines are screaming “Tsvangirai losing control of the MDC”, “Tsvangirai busy scoring own goals”, “Morgan Tsvangirai must go”, “New divisions expose MDC weaknesses” etc etc
Just browse through the various main websites and the various blog-sites!
I agree that Mr Morgan Tsvangirai has greatly disappointed millions of followers on a number of occasions even before the October, 2005 split. What many people may not appreciate is that whatever happens in the Opposition Parties (especially one of very strategic significance like the MDC) is definitely of National and Strategic Importance.
Many people may not appreciate that those Zimbabweans who serve the country in the Intelligence Services are first and foremost Zimbabweans who are a part of the Zimbabwean Nation just like any other Zimbabwean.
They also have sleepless nights wondering what the way forward is for the country. They also study and follow the events as they unfold like any other Zimbabwean.
Just to give you an example that they also think independently, many CIO operatives were sent to other countries (esp South Africa) with instructions to “eliminate” certain individuals but ended up seeking employment (even as Security Guards) hence avoiding the evil assignments that they will have been sent to accomplish. I have concrete examples of these happenings. Believe it or not!
Those of us who are closely associated to Senior ZANU-PF Leadership and Senior Intelligence Personnel have a duty to inform the world how we see the various developments from that elevated angle. The happenings in the MDC and indeed in any significant Political Formation are obviously of considerable importance to the Intelligence Community.
The purpose of my writing this submission is to express the sentiments of that so-called “dark side.” Isn’t it that the personnel in the Intelligence Services are referred to as the men in “dark glasses”? But interestingly the real operatives are so “normal” that you would never suspect them…no dark glasses etc.
The main purpose of this submission, therefore, is to inform the world about the concerns of the Intelligence Services of Zimbabwe and how they sometimes influence the events as they unfold in the Political Landscape of our beautiful but miserable country.
WHO ARE THE INTELLIGENCE SERVICES?
I’m sure it is not necessary for me to highlight to you, dear reader, that every country in the world has an Intelligence Service or a multiplicity of Intelligence Services.
In a normal situation, the Intelligence Services must be a superior force that operates above Politics and their primary role is to permeate society and provide the Executive with vital information for the benefit, not necessarily of the “Ruling Party” but of the Nation as a whole.
The Intelligence Services should normally recognize all Political Players as potential leaders who deserve protection regardless of their allegiances etc.
The Intelligence Services must normally put the Country and its interests above the Political Players and their various individual interests.
The Intelligence Services only become political tools when they are made to falsely allege that certain Organisations are wittingly co-operating with certain real or imagined enemies of the State etc.
Here is where Mr Robert Mugabe has always “beaten” the various Opposition Parties that have periodically arisen in Zimbabwe.
He has the uncanny ability to always present himself and “his” ZANU-PF as the true defenders of the Sovereignty of Zimbabwe and every-one else as saboteurs who want to distabilize and reverse the “gains of the Revolution” etc.
Let me go back to the question: Who are the Intelligence Services?
When Mugabe came into power in 1980, he took over the whole State machinery exactly as it was.
Senior Intelligence Officers who served Ian Smith were at his command and many were used in the early, formative years of Zim to “crush” Dr Joshua Nkomo and his PF-ZAPU (not to mention Bishop Abel Tendekayi Muzorewa and his UANC and the Rev Ndabaningi Sithole and his ZANU –Mwenje/Ndonga.)
A lot of Intelligence Officers fled to the then Apartheid South Africa carrying with them suit-cases of valuable documents which they were afraid the new “Communist” Administrators would gladly use to incriminate and possibly execute them.
The Prime Minister’s Office continued to house the Dept of State Security and was handed over to the cool, not so “soft-as-wool” Emmerson Mnangagwa. Bit by bit the CIO was transformed into a real extension of ZANU-PF!
Although this Organization scored successes against infiltrations from the then Apartheid South Africa, the CIO was unfortunately diverted to persecute the peoples’ heroes like the late Dr Joshua Mqabuko Nyongolo Nkomo.
According to Mugabe and ZANU-PF, any suspect is guilty and the onus is on the suspect to prove themselves innocent. More than that, all suspects should have stuff planted at their places of residences etc to expedite their convictions. If the State is sure they are guilty why not plant “evidence” that will save the State expenses by minimising “trial periods”?
Mugabe is on record as having said, “We know Nkomo, Dabengwa, Lookout Masuku etc are guilty but our problem is this Roman-Dutch Law which requires that one be proved guilty beyond any reasonable doubt.”

I will not concentrate on the details of how Cdes Dumiso Dabengwa and Lookout Masuku suffered in the very early years of Zimbabwe’s supposed Independence.
(I call it “supposed” because I believe we have yet to be Independent, now from Mugabe and ZANU-PF!)
Even when Mnangagwa was removed from the Intelligence Dept, the CIO continued to be just an arm of ZANU-PF. Mainly ex-ZANLA fighters filled its offices and for a Party which had an unhidden commitment to establish a “One-Party State”, this was the way forward.
Don’t under-estimate the implications of these developments because they explain why the Zimbabwean Intelligence Organisations were used to “crush” everybody; Margaret Dongo, Edgar Tekere, the former Chief Justice Enoch Dumbutshena, the Rev Ndabaningi Sithole and numeous other less significant figures.
You could be as “holy” as anything but the four State Radio Stations and the Zimbabwe Television were specifically ordered to “smear” you with mud. All political parties were “agents of this or other power” and only ZANU-PF (and more specifically Mugabe) was the only one on the “straight and narrow.”
If senior ZANU-PF leaders like the ones mentioned above could be made to go through what they went through, surely Morgan Tsvangirai could not not have expected less!
The advantage that Morgan Tsvangirai had was the wealth of experience at his disposal : (the experiences of the previous casualties).
May I strongly emphasize that the rise of Morgan Tsvangirai had nothing more in it than the desire of ZANU-PF to remove Robert Mugabe from his Dictatorial Perch.You may not agree with me but lets still carry on!
Morgan Tsvangirai is as ZANU-PF as Robert Mugabe, Emmerson Mnangagwa and everyone else in that “Revolutionary” Organization. I challenge Morgan to show any-one how he is different from Robert Mugabe?
“The MDC is here in my pocket…” “Whoever wants to leave the MDC can do so…” etc etc.... does that not sound familiar?
"Mugabe chete!...", " Tekere can leave if he wants...", "The MDC can have Cde Zvobgo for free..."etc etc. See??
For the sake of the overall struggle, Mr Gibson Sibanda does not relate what Tsvangirai said repeatedly to those who were tasked with trying to bring peace between the two top leaders of the MDC.
I will not relate that either because Tsvangirai is down at the moment and my aim is not to add to the confusion presently afflicting the Opposition Forces (in their various components). I have higher values than enjoying washing a lot of our "dirty linen" in these Public Forums!
These, ladies and gentlemen, have been my introductory remarks.
Let me outline how I intend to tackle this very sensitive assignment:
1. What are the views of the Senior Intelligence Officers (although unfortunately I will not name those I communicate with on a regular basis)?
2. What is my specific role in the developments in Zimbabwe as far as the Intelligence Services are concerned?
3. What do those I associate with in the Zim Intelligence Services hope to achieve through the efforts of the likes of Rev Hove aka RADICAL SOLDIER??
4. What do I, therefore, advise the people of Zimbabwe and whoever wants to assist eg SADC , the AU etc.
5. At what stage can we (like the legendary Rev Martin Luther King, Jnr) shout, “Free at last, thank God Almighty we are free at last!” ???

WHAT DO THE INTELLIGENCE SERVICES EXPECT FROM AN ASPIRING LEADER OF ZIMBABWE?
There are always various views and perceptions in any grouping of people.
There are extremists who hold certain views and will “kill and be killed” defending those radical postures.
Within the various Intelligence Services of Zim eg the CIO, the Law and Order section of the ZRP etc are individuals who are really “up to the neck” in believing anything and everything that comes out of Robert Mugabe’s mouth.
A typical example is the very senior Assistant Commissioner Mabunda who has wrecked havoc in various parts of the country encouraging the torture and murdering of MDC members.
To make it more unfortunate, Mr Mabunda is a very active member of the Assemblies of God Africa (ZAOGA)/ Forward in Faith. He stands in front of the saints every Sunday and during the week preaching the Word of God and shouting till his voice gets "finished".
I know him personally!
Within the same Intelligence Services are individuals who are very, very cautious!
They are not convinced that the Mugabe / ZANU way is the most correct way forward. These will never come out in the open for fear of elimination themselves but they will do everything within their power to warn and advise those on the “wanted lists” whenever danger is set to come their way.
I will not give any more details except to say I have found the majority are in this category. For obvious reasons one can never do a formal survey!
But my point is: Those involved in clean Opposition Politics should ignore the misguided extremists in the Intelligence Services and continue their noble efforts to “democratise” Zimbabwe.
For instance, don’t ask at an MDC rally, “Who are the CIO here? Please identify yourselves!” Its not necessary. You go on with your mission confidently trusting God as long as you are sure what you are doing is not clearly illegal etc.
You may be surprised that you shiver when you think about the CIO yet they are secretly admiring you for certain qualities you have and would tell you they wish you well in your endeavours were they not afraid that you would get “excited” and expose them thereby endangering both yourself and, more so, themselves.
I have very complicated experiences with the CIO and other “arms of State” myself.
Under no circumstances will I give any details except to inform you that I’m one of the safest people under the sun in spite of being one of the most “Anti-Mugabe.”
The CIO know that Cde Mugabe is a mortal being whose body will go into the soil like everyone else.
They are very much aware that ZANU-PF is a “finished” Organisation which survives on Intimidation, Violence, Rigging of Elections etc.
They know that the Economy of the country is in a complete mess and they also wonder and pray that the crisis ends in some way or other!
The complication is that a lot of them especially the very Senior ones are now residing on pieces of land which they benefited from the Land Reformed Programme (whether you call it chaotic or whatever.)
Shallow people in the Opposition fail to see the significance of this state of affairs!
Whoever aspires to be the next leader of Zimbabwe must not issue careless statements about the Land Reform Programme not matter it is true that it was done in the chaotic manner that it was done.
If you have a good level of Sensitivity and Intelligence in you, you will appreciate what I’m trying to say. If you do not understand, then don’t even bother asking me!
A critical look at the Land Issue requires a separate submission of its own.
But at this juncture may I give you an example of a situation where a previous Secretary-General of the ZCTU issued a statement which was completely unguarded.
His name is Morgan Tsvangirai and the situation was the question of giving the War Veterans Z$50,000 each in the late 90s.
While it was perfectly correct that giving 50,000 individuals $50,000 each was disastrous to the Economy of the country, to say the least; a sensitive look at the whole scenario was delicately required.
Number one: Mugabe and ZANU-PF were saying they couldn’t give the War Veterans any lump sums because the country didn’t have the money. This was in itself perfectly true!
Number Two: The same Mugabe created a “secret fund” which was dishing out millions of dollars to undeserving individuals and “Dr” Chenjerai Hunzwi was signing false affidavits where characters like Cde Teurai Ropa Nhongo (Amai Joice Mujuru) were claiming up to 90% disabilities in order to get millions and the Zim Dollar then was about the same in value as the South African Rand.
When the generality of the War Veterans heard that Hunzwi was secretly operating a Fund of that nature, there was a real outcry and the War Veterans threatened to march upon State House and even climb its walls!
Mugabe diffused that “Final Push” by promising to look at their demands. They were seeking $500,000 each but a figure of $50,000 was settled at. Tsvangirai (among other critics) was against the idea since money was definitely going to be printed and then banked into the War Veterans’ Accounts.
Tsvangirai wasn’t wrong but the issue is the lack of caution and lack of sensitivity.
What was supposed to be done to these 50,000 angry Ex-Combatants? What can I add to that question? It was a tricky situation that needed more caution (I mean if one wanted to issue a statement!)
All I am saying is: Whoever aspires to lead Zimbabwe must very cautious to all the dynamics that are at play in Zimbabwe.
Although there are numerous Ex-Combatants that support the MDC both privately and publicly, others have never forgiven Tsvangirai for the stance he took as described above. How will this group accept him if he were to get into power?
Those are the things that the Intelligence Services look at when they “evaluate” or “vet” any Presidential Aspirant. The very senior Officers of these Agencies are ZANLA Ex-Combatants themselves.
In Part Two I will inform you, dear readers of my relationship with certain Senior ZANU-PF leaders and certain Senior Intelligence Personnel that I will however not mention by name.
